A cat with a tipped or notched ear has typically been through a Trap-Neuter-Return (TNR) program. The ear tip is a visible sign that the cat has been spayed or neutered and often vaccinated, allowing caretakers and animal control to identify the cat from a distance and avoid unnecessary re-trapping or repeat surgery.
